Man sentenced to 60 years in prison for murder of NOPD officer in Houston

Briscoe and his friend Riculfy were killed while dining on the patio of Grotto Ristorante in Houston’s Galleria district.

HOUSTON — The Houston District Attorney’s Office announced that the man convicted of fatally shooting an off-duty New Orleans police officer has been sentenced to 60 years in prison.

Frederick D. Jackson, of San Antonio, pleaded guilty to the murder of Everett Briscoe, a 13-year veteran of the NOPD, and Briscoe’s friend, Dyrin Riculfy, a member of the Zulu Social Aid and Pleasure Club, during an apparent robbery attempt on August 21, 2021.

They were killed while dining on the patio of Grotto Ristorante in Houston’s Galleria neighborhood.

Harrison County Prosecutor Kim Ogg said Jackson and another man approached the outdoor restaurant brandishing guns and demanding money from Briscoe and Riculfy, which then led to the shooting. Briscoe was killed at the scene and Riculfy later died at a Houston hospital.

Jackson was ultimately arrested, charged with murder and was expected to begin his trial this week, but instead accepted a plea deal on Tuesday.

“We wanted him to admit guilt for both murders and go to prison for the equivalent of a life sentence, and this accomplishes both of those goals,” the deputy district attorney said. Keaton Forcht. “It was important for the victims’ families that he took responsibility.”

The murders of Briscoe and Riculfy caused heartbreaking shock within the New Orleans Police Department, including leaders in Houston and New Orleans.

Afterwards, New Orleans City Councilman Jay Banks, speaking about Briscoe’s tragic murder, said, “It was a gem. He loved his community. It is truly true to say that we have lost a good one,” he said through tears before asking everyone to pray for the family of the fallen officer.

Two other men, Anthony Rayshard Jenkins, 24, and Khalil Nelson, 21, remain on trial for the shooting.
