11 sex offenders arrested in Contra Costa sting: PD

It is alleged that some of the suspects brought candy and contraceptives to “meet” people with whom they believed they had minor children.

CONTRA COSTA COUNTY, CALIFORNIA – The Oakley Police Department conducted an undercover operation from May 24-31 to identify and arrest adults who use the Internet to solicit, abuse and sexually exploit children.

Eleven men were arrested during the operation on suspicion of engaging in inappropriate and sexually motivated online relationships with men they believed to be underage children, Oakley police said in a press release.

It is alleged that the 11 suspects tried to meet their target by driving to a pre-arranged “meeting point.” Some brought candy and contraceptives, police said.

Among those arrested was a well-known Boy Scout leader and another a well-known behavioral therapist for children with special needs.

All 11 arrested were booked into the Contra Costa County Jail on serious crimes. Oakley Police

  • Daniel Sigmundson, 51, Concord
  • Ashneel Singh, 29, Hayward
  • Humayoun Kabir, 60, Antioch
  • Zuhair Mukatash, 59, South San Francisco
  • Luis Cuevas-Morales, 25, Hayward
  • Yerson Cruz-Perez, 27, Pittsburgh
  • Elio Rodriguez-Martinez, 29, Oakland

The operation was conducted in cooperation with the Internet Crimes Against Children Task Force, which is comprised of members from the following law enforcement agencies: Antioch, Brentwood, Concord Police Departments, Contra Costa County Sheriff’s Office, Contra Costa County District Attorney’s Office, Contra Costa County Safe Streets Task Force, Danville Police Department, FBI, Homeland Security Investigations, Pittsburg Police Department, U.S. Secret Service, and Walnut Creek Police Department.

Oakley Police Detective J. Dombrouski coordinated the operation with assistance from Sgt. K. Morris, Detective B. Gill, Detective N. Pistello, Detective R. Schiff, and several other Oakley police officers. Coordination efforts included ensuring that sufficient personnel were available to support an appropriate number of arrest teams and that sufficient technical, forensic, and investigative support was in place to ensure a successful operation.

Oakley Police Chief Paul Bead issued the following statement:

“I am deeply grateful to all law enforcement officers, assistant district attorneys and support staff for their efforts and diligence that led to the arrest of these very dangerous men.

“I am also very proud of my investigative staff who coordinated everything that went into this operation, and I am honored to be its leader. I have always valued proactive, task-oriented missions. This operation is at the top of the list of what I consider to be the most important proactive, task-oriented missions. Quite literally, the innocence of children was saved by the effort that went into this operation. Knowing some of the histories that led to these arrests, I feel a deep sense of disgust for the men who were arrested.

“I believe I speak for everyone involved in the incident when I say that I fully support prosecutors as they pursue the criminal charges and cases against these men as they seek to hold them fully accountable. Take care of yourself, Oakley, and hold on tight to your children.”
