Suspect charged in fatal Houston shooting still at large | Texas

The identity of the 28-year-old victim is pending verification by the Harris County Institute of Forensic Sciences.

Detectives K. Hale and B. Stephens of the HPD Homicide Division reported that HPD patrol officers responded to a call of a shooting at an apartment complex at the above address and found an unconscious man with multiple gunshot wounds lying on the ground in front of the front door of an apartment. Houston Fire Department paramedics responded to the scene and pronounced the man deceased.

A preliminary investigation determined that the victim had received a phone call from an acquaintance asking him to go out to settle a dispute following a previous argument. The victim was shot several times by this person, who then fled on foot.

Further investigation and witness testimony identified the suspect as James “Jay Foe” Harris. The Harris County District Attorney’s Office was contacted and Harris was subsequently charged for his role in the shooting. Harris remains at large.
