Ivan Gutierrez – 29 years old, resident of Lompoc.

Summary:

On 07/15/2024, at approximately 11:13 a.m., a female victim called to report that her ex-boyfriend, 29-year-old Ivan Gutierrez of Lompoc, was in her apartment despite a restraining order and refused to leave. She also stated that he had a knife on him.

The victim managed to get out of the house. LPD patrol officers arrived on scene and attempted to contact Gutierrez, but he refused to come out. Officers negotiated with Gutierrez for several hours.

Because Gutierrez may have possessed a weapon, had a violent past, and threatened to commit suicide toward police officers, the LPD and SBSO CNT (Crisis Negotiation Teams) were called.

The LPD SWAT team was also called to the scene to relieve the patrol officers. An arrest and search warrant were obtained. Further negotiations were attempted using a throw phone deployed by the SWAT team. Gutierrez continued to not communicate.

Eventually, the SWAT team was able to enter the residence, where they located and arrested Gutierrez. No injuries were reported.
