Houston DA wants $1 million bail for two men accused of killing young girl | NewsRadio 740 KTRH

The Harris County District Attorney’s Office has requested that bonds be set at $1 million for each of two men accused of killing 12-year-old Jocelyn Nungaray.

Johan Jose Martinez Rangel, 22, and Franklin Jose Pena Ramos, 26, are charged with capital murder. According to ICE, both men are Venezuelan nationals and were in the United States illegally. ICE said the two men were both arrested by the U.S. Border Patrol earlier this year near El Paso on multiple occasions but were later released into the country.

Capital murder of a child between the ages of 10 and 15 is not a death penalty case under state law. However, the prosecutor’s office said if there was evidence proving a sexual assault had occurred, the death penalty would become a possibility. The suspects would also not be eligible for any bail. No bail was set at a hearing Friday.

Court documents state that on Monday, June 17, the men enticed Jocelyn to approach them under a bridge. Then they kept her there for more than two hours, took off her pants, tied her up and killed her. The suspects are then accused of dumping his body in the bayou. She was found Monday in a Greenspoint creek.

Both suspects are currently scheduled to appear Monday before Judge Josh Hill in the 232nd District Court.
