Serial rapist faces parole hearing, victims seek justice

Kenneth Bogard, the convicted “Pacific Beach Rapist” who terrorized San Diego in the early 1990s, is up for parole again under California’s elder parole law. Bogard, now 66, was sentenced to 96 years in prison for raping seven women, but is eligible for parole because of his age and time served.

Victims Kim Caldwell and Helen Toma are fighting to keep him behind bars. Caldwell has made her story public to demand justice, and Toma, who initially remained anonymous, will participate in the parole hearing via video.

Bogard’s request for parole in 2019 was denied, but another hearing will be held this Wednesday. The victims are resolute and emphasize that Bogard remains a threat despite his claims to be rehabilitated.

The California Board of Parole Hearings often denies release to older parole candidates, and Caldwell and Toma are hopeful that pattern will continue with Bogard. Their goal is to ensure he remains incarcerated, thereby ensuring safety for themselves and the community.
