ROCK SPRINGS — A Rock Springs man faces prison time after an alleged attack.

Jeffery Orlando Winner, 42, is charged with strangulation of a household member and domestic violence and criminal damage to property. The felony count carries a maximum sentence of 10 years in prison and a $10,000 fine, while the two misdemeanors each carry a maximum sentence of six months in prison and a $750 fine. He is being held at the Sweetwater County Detention Center and must post bail of $75,000 in cash or surety.

According to court documents, the charges stem from an incident that occurred early in the morning of April 21. Rock Springs police were dispatched to Winner’s residence after receiving a call from a person who claimed Winner choked, punched and bit them during an argument at his home. Winner also allegedly threw a rock at the vehicle they were driving, breaking the windshield.

According to court documents, RSPD Officer Michael Douchant noticed scratch marks on the complainant’s face and redness on both sides of his neck. He also noticed scratch marks and abrasions on the subject’s neck. The subject identified Winner after being shown a photo of him. Douchant also took photos of the vehicle and noticed a hole in the windshield with cracks extending from the hole in a spiderweb-like manner.

A preliminary hearing was scheduled for June 5 at 9:30 a.m.
