Ex-Houston Police Officer Gets Probation for Exposing Himself to 2 Women in Humble

HOUSTON – A former Houston police officer who exposed himself to two women in Humble has avoided prison after reaching a plea deal.

William Logan McCoy pleaded guilty to two counts of indecent exposure. He had also been charged with indecency with a child, but the charge was dismissed.

The incidents occurred in August 2023. According to court documents, a man approached a woman’s vehicle in a store parking lot off U.S. 59 in Humble on August 24. Documents say the man exposed himself to the woman before walking back home. his vehicle and he leaves.

On August 25, a similar incident occurred in the parking lot of a business at the Deerbrook Shopping Center. Documents indicate the second incident occurred very close to where the first incident occurred.

The woman said she was standing by her open passenger side door, letting her dog use the toilet, when a white or silver Honda passenger car approached. She said she heard a male voice inside the vehicle asking if she was having car trouble. The woman approached the vehicle and knelt down to eye level with the man to respond. As she did so, she noticed that the man’s pants were pulled down and his private parts were exposed. She also noticed a young child in a car seat in the back seat. The child was estimated to be around 18 months old. After a few seconds, the man left.

Unassuming police viewed security camera footage of the incident and were able to match the license plate number to one given to them by one of the victims. Police determined the vehicle belonged to McCoy and compared McCoy’s driver’s license photo to the description given by the suspect’s victims.

Detectives were able to speak on the phone to McCoy, who admitted that both incidents had occurred. McCoy also admitted that his 2-year-old son was in the backseat of his vehicle during one of the incidents. McCoy said the incidents occurred on his days off.

As part of the deal, McCoy was sentenced to two years of probation and also gave up his TCOLE license, meaning he cannot be a law enforcement officer in the state of Texas.
