HOUSTON, Texas — A fatal crash that occurred around 1:10 a.m. Saturday on the service road of the 13800 Katy Freeway has resulted in charges against a local woman. The identity of the victim, a 46-year-old man, is still pending verification by the Harris County Institute of Forensic Sciences.
