DATA: Find out which Greater Houston area school districts are facing budget shortfalls in the 2024-25 fiscal year

Public school districts in the Greater Houston area are facing general fund shortfalls for the 2024-25 fiscal year, with Houston and Cy-Fair ISDs expecting the largest gaps.

Current situation

As the 2024-25 school year approaches, scheduled to begin in August, many public school district officials and school boards in the Greater Houston area have begun discussing their districts’ budgets. Several school districts are facing financial difficulties due to factors including increasing inflation, declining enrollment and a lack of funding approved for public school districts during the 88th Texas Legislature.

Of the 16 school districts in the Greater Houston area covered by Impact on the community, officials in 10 districts said they expected budget shortfalls in the 2024-25 fiscal year. The districts with the largest projected budget shortfalls for fiscal year 2024-25 are:

When fiscal year 2024-25 deficits are adjusted to account for 2023-24 student enrollment numbers (the latest data available from the Texas Education Agency), the districts with some of the highest deficits change. The main budget deficits anticipated per student are:

  • Houston ISD with a deficit of $2,444 per student
  • Cy-Fair ISD with a deficit of $1,170 per student
  • Spring ISD with a deficit of $737 per student
  • Montgomery ISD with a deficit of $439 per student
  • Tomball ISD with a deficit of $409 per student
