Cedarland Development is accepting applications for affordable apartments at Eckhardt Lofts at 950 Broadway. The building, which will open in the coming weeks, includes 28 affordable housing units, a Head Start child care center operated by the Community Action Organization, and additional retail and commercial space. An interior urban garden is planned in the basement of the building. The building had been unused for 18 years, with parts of the building lying vacant for decades.

Studio, one-bedroom, and two-bedroom units feature modern amenities including stainless steel appliances and granite countertops. A building includes a shared laundry room and closed parking.

The Art Moderne building was designed by architects Bley and Lyman and constructed in 1940 as a department store. The building features a clean aesthetic that combines banded windows, a rounded corner and lots of glazing on the exterior with an open floor plan, mushroom columns and plaster detailing on the interior. From 1940 to 1957, the building operated as a department store. From the late 1950s until the 1990s, it served as an office for the State Department of Labor.
