Death of inmate in Wayne County Jail triggers ISP investigation

RICHMOND, Ind. – Indiana State Police are investigating the death of an inmate at the Wayne County Jail.

According to a press release, the ISP investigation began shortly before 5 a.m. Friday after prison staff found 36-year-old Andrew Scott Taylor “unresponsive.”

Attempts to resuscitate the prisoner were unsuccessful and he was declared dead.

Richmond fire and rescue crews were called to the prison.

Wayne County Sheriff Randy Ritter called on state police to investigate the death.

“This is an active and ongoing investigation,” said the press release, which ISP released at 11:46 p.m. on Friday. “No foul play is suspected.”

According to court records, Taylor, of Richmond, was scheduled to stand trial in Wayne District Court on Aug. 20 on six charges filed in August 2023 – meth possession, possession of a controlled substance, resisting law enforcement, illegally carrying a handgun and two counts of pointing a firearm.
