Norfolk man kidnaps and rapes teens in his neighborhood;  sentenced to 30 years

A Norfolk A man who kidnapped and raped a teenager from his neighborhood last year was sentenced to 30 years in prison on Friday.

Jose Vazquez-Velazquez III50, pleaded guilty on October 10 to charges of rape, forcible sodomy, sexual penetration, etc taking indecent liberties with a child. Judge Robert B. Rigney accepted the settlement between Vazquez and Velazquez with a maximum sentence of 35 years.

On Friday, Judge Joseph C. Lindsey Vazquez-Velazquez was sentenced to an additional 90 years in prison, which was suspended, with the conditions that Vazquez-Velazquez remain on probation upon his release, have no contact with the victim, and have no unsupervised contact with minors.

According to court documentsOn June 6, 2023, the victim’s mother contacted Norfolk Police and reported that her daughter had been kidnapped and raped. The victim knew Vazquez-Velazquez from the neighborhood and told her mother where she was.

Detectives from the Norfolk Police Department’s Special Operations Unit went to Vazquez-Velazquez’s home in the 300 block of Olney Road, and he told officers he was home alone. As officers circled the block, they encountered the victim as he walked down the street. The victim told officers she was at Vazquez-Velazquez’s apartment and was forced out when officers knocked on the door.

The victim and her mother were taken to the King’s Daughters Children’s Hospital, and the victim was examined by a sexual assault nurse. During the examination of the victim’s evidence, Vazquez-Velazquez’s DNA was later detected.
